Ring Road flyover ‘sags’, agencies say it’s safe

NEW DELHI: A section of the Bhikaji Cama Place flyover's wall, to all appearances, may be sagging dangerously with a wide gap visible to commuters but both Delhi government's public works department (PWD) and Delhi Metro say there is nothing to worry about. This has happened in the carriageway carrying traffic towards Dhaula Kuan on Ring Road.

Drivers have raised an alarm over the past few days. At the point of the fracture, there is scaffolding supporting the structure and the area has been cordoned off. The wall on the side of the carriageway has also been cordoned off by concrete barricades to keep the traffic away. But the reaction of the two agencies to what is a matter of public safety has been very lukewarm.

According to a senior PWD official, a problem had been noticed a month ago and was resolved. "Delhi Metro is carrying out work in the area, and when they were digging under the flyover, some earth settled. We took up the matter with DMRC and they have carried out the necessary repairs. There are some broken panels which are clearly causing some worry among users and we will have them replaced. There is otherwise no danger to traffic and the flyover is safe for use," said the official.

unfortunately, civic agencies wake up only when a mishap occurs, Preventive steps are a remote idea for them. It is only because no accountability clause applies to anyone.

Delhi Metro, too, claimed no major repairs are pending here. A DMRC spokesperson told TOI: "A portion of the ramp of the flyover on Ring Road is being monitored as DMRC has made a subway under the flyover through box pushing technology." The spokesperson stressed the fact that it was only "monitoring" the structure. "The subway has been built to connect an entry structure with the under-construction Bhikaji Cama Place metro station of Phase III and the work was wrapped up on January 19 this year," said the spokesperson.

Senators Propose Giving States Option to Keep Affordable Care Act

WASHINGTON — Several Republican senators on Monday proposed a partial replacement for the Affordable Care Act that would allow states to continue operating under the law if they choose, a proposal meant to appeal to critics and supporters of former President Barack Obama’s signature health law.

But the plan was attacked by Democrats as a step back from the Affordable Care Act’s protections, and it was unlikely to win acceptance from conservative Republicans who want to get rid of the law and its tax increases as soon as possible. If anything, the proposal — by Senators Bill Cassidy of Louisiana, a medical doctor, and Susan Collins of Maine, a moderate Republican — may show how difficult it will be for Republicans to enact a replacement for the Affordable Care Act.

Legislation that can pass muster in the more conservative House may not win enough support in the Senate. A bill with broad appeal in the Senate may fail in the House.

Under the proposal, states could stay with the Affordable Care Act, or they could receive a similar amount of federal money, which consumers could use to pay for medical care and health insurance. “We are moving the locus of repeal to state government,” Mr. Cassidy said. “States should have the right to choose.”

As Donald Trump takes office, Israel pushes ahead with settlements

JERUSALEM: The Jerusalem municipality said Sunday it is pushing forward with 566 new housing units for Jewish settlements in east Jerusalem, swiftly moving into action as the seemingly favorable President Donald Trump takes office.

The building plans were put on hold in the final months of President Barack Obama's administration and were announced shortly following Trump's inauguration. Building is planned in the neighborhoods of Ramot, Pisgat Zeev and Ramat Shlomo. It's not clear whether the project needs further approvals or when construction would begin, but the government will likely have to sign off before anything gets underway.

Israel clashed frequently with Obama over construction in areas it conquered in the 1967 Mideast war but Israel's hardline government has high expectations for Trump, who has signaled he will take a far kinder approach to them.

Trump's appointed ambassador to Israel has close ties to Jewish West Bank settlements as does the foundation run by the family of Trump's son-in-law, Jared Kushner. Tax records show Trump himself also donated money to a Jewish seminary in a settlement.

The international community largely regards settlements as illegal or illegitimate and a key obstacle to resolving the Israeli-Palestinian conflict. Unlike other West Bank settlements, Israel annexed east Jerusalem and considers its neighborhoods inseparable parts of its capital. But the Palestinians claim east Jerusalem as their future capital and consider Jewish neighborhoods there just like any other settlements.

Brexit trade deal with India ‘at risk’ without visa reform

"I think the time is fast upon us when we need to turbo charge this relationship with a new free trade deal, such as we will shortly be able to do," Johnson said. "We can't negotiate it now, but we can sketch it out in pencil on the back of an envelope. This is not the time to put up barriers between our countries. This is time to break down barriers that will in the long term to create the jobs, the good jobs with good incomes that offer real hope and comfort... Let us work together, Britain and India are united by our values and in many ways by our approaches to the problems of the world and it is working together to improve our security that we will allow the freedom and the openness that will drive our long term prosperity."

Police union boss Pat Lynch blames jump in NYPD resignations on low pay

More NYPD cops are abandoning their blue uniforms before getting their pensions, the city’s largest police union charged on Tuesday.

Citing data from the New York City Police Pension Fund, union officials said 506 cops resigned from the 35,000-member force in 2016 — about a 20% jump from the 415 who handed in their papers in 2015.

The number of resignations has increased each year since 2011 when 169 cops turned in their shields. That number nearly tripled last year, records show.

Patrick Lynch, president of the Patrolmen’s Benevolent Association, said the Pension Fund report bolsters his belief that cops are leaving the department in droves.

“Eight out of 10 PBA members said in a survey that they would leave the job if they could,” Lynch said in a statement. “The latest resignation numbers are proof that many are doing just that, often to take a better-paying law enforcement job here in the New York City area.”

“New York City cannot afford to allow all of this talent, experience and investment in training walk out the door,” he said, demanding the city provide cops with better pay, benefits and conditions.

Mayor de Blasio said Lynch’s argument is “a classic union play” as contracts are negotiated.
